Safety Manager

POSITION SUMMARY

Review of project health and safety plans. Review of construction activity safe work plans. Working with teams of field engineers and inspectors to make sure contractors adhere to contractor's safety plans.

ESSENTIAL FUNCTIONS

  • Write and seek approval for the team’s safety program and/or site-specific safety plan for Construction Support Services (CSS).
  • Review and approve Lead Engineers and Architect (E/A) and the Construction Manager/ General Contractor (CM/GC) submitted written safety program and/or site-specific safety plan.
  • Confirms that the Lead E/A and CM/GC are documenting jobsite safety orientations for their employees.
  • Confirms that the CM/GC is documenting safety meetings as required by their contract or safety plan.
  • Determines whether the CM/GC is conducting and documenting periodic jobsite safety inspections.
  • Summarizes weekly safety service responses to the client.
  • Observes whether E/A and CM/GC’s employees and subcontractors are wearing personal protective equipment as required by the client. Issue non-conformance reports as required by the contract.
  • Verifies that the CM/GC has developed accident investigating procedures.
  • Observes for, but no duty to discover, unsafe conditions during the course of the project.
  • Taking reasonable action, such as warning workers who appear to be in imminent danger or if an emergency situation exists.
  • Performs other duties as assigned.
  • Audit and oversees CSS, E/A and CM/GC’s safety requirements and certifications per the Client’s contract and their individual safety programs and/or site-specific safety plans.

REQUIRED BACKGROUND AND SKILLS

PREVIOUS WORK EXPERIENCE AND KNOWLEDGE OBTAINED
  • Experience on large scale; high visibility projects, preferably for local transit related clients, including LA Metro, Caltrans, LADOT, LA Water and Power and Public Works and local utility companies.
  • Must be able to show a minimum of three major transit projects valued between $400M-$600M that include station, civil work, trackwork, systems work and MEP work that were estimated were reconstructed while the existing station was under operations. Must be able to show a minimum of three major Caltrans Major Urban Highway Bridge projects valued between $200M-$250M that were estimated and built under strict operational and closure conditions.
EDUCATION, CERTIFICATIONS, FORMAL TRAINING

Bachelor's degree in Safety or Construction related degree:

  • Bachelor's degree plus a minimum of eight years of pertinent safety experience including a minimum of 90 days on railroad/transit right of way
  • 10 years project experience in safety, including three years as safety manager
  • In lieu of degree, 14 years project experience
  • OSHA 30 hour in Construction and First AID/CPR Certified
COMPETENCIES, SKILLS & PERSONAL ATTRIBUTES
  • Excellent analytical and communication skills.
  • Understanding of how to apply adult learning principles to training design.
  • Solid understanding of applicable laws and regulations.
  • CSP, ASP, CHST
  • Railroad/Transit, Road/bridge Construction, Environmental and Demolition experience highly desired
  • Proficient collaborator; easily partners with, and gets things done with and through others
  • Ability to cultivate, motivate, and inspire all levels of the project team.
  • Highly engaged and maintains strong field presence.
  • Ability to access and work at heights by using stairs, ladders, and personal fall arrest systems (PFAS).
  • Flexibility to support off shifts as necessary and availability to respond to incidents after work hours.
  • Ability to multi-task and balance priorities.
  • Highly organized and able to maintain project records.
  • Excellent interpersonal skills; ability to mentor and communicate effectively at all levels.
  • Good oral and written communication and presentation skills
PHYSICAL REQUIREMENTS
  • Ability to lift 20 pounds.
  • Ability to sit or stand for extended periods of time.
  • Ability to convey complex information clearly and concisely.
  • Ability to ascend and descend stairs.
